Why do some downloads get counted twice?

Why do some downloads get counted multiple times? Case in point: the Dragon Quest Suite. Completed 142 times? If one looks at the list, more than a hundred of those completions are by "freakmister."

How come, I assume this occurs when he seeds, the tracker thinks he downloaded the entire thing again? Is this a side effect of having a sucky copy of BitTorrent, or having a dynamic IP address..?

Just curious, as Locke and some others seem to know oodles about the wonders of the Bit Torrent sharing schema.

Ah, this bug happens usually due to an unpopular/poor bit torrent client on the user end. The client is continously reporting itself as finished downloading, when it should only do this once. I have been working on a code fix to prevent a client from reporting itself more then once, but it is still in development. :)
