There is no OST. I heard that someone has made a gamerip of it though, but I don't have it myself, nor do I know where you could find it either.

I also have a rip of Paper Mario 2, though it's not a whole lot different than what hardhouse's ftp has. There are occasional sound effects during the music, but I can forgive them. I have 159 items in my rip, hardhouse's has 115, his complete size is 150mb, mine is 220mb. I was planning on uploading it to yume's server if you're interested. All the files are 192kb/s
