Problem: Connection refused

[Question]

Hi everyone, When I use BPFTP, the system sometimes respond "Connection refused" .What does that mean?
Isn't it respond "Connection Timeout" if the server is off?
Please help.

:) I'm not usually the tech help, but often a connection is refused because either the server is down at that moment you tried to access it, or it was already full.
